2024.09.30 Laos Delegation Visits Korea to Strengthen Cooperation on Blockchain; Holds Technical Discussion with Seoullabs



A delegation of 15 working-level officials from the Ministry of Finance and Ministry of Technology and Communications of Laos visited South Korea from September 21 to 28 to strengthen cooperation on the adoption of blockchain technology. On the final day of their visit, the delegation held an in-depth technical meeting with Seoullabs at the company’s headquarters in Seoul, focusing on the government-led implementation of an electronic approval system and digital identity (DID) technologies.

The visit was made at the official invitation of the Korea Information Society Development Institute (KISDI) and supported by the Ministry of Science and ICT of Korea. It was part of a bilateral effort to develop Laos’ national digital economy vision and development strategy.

From September 23 to 27, the delegation visited key blockchain-related institutions and private companies across South Korea to learn about practical applications of digital economy frameworks and blockchain technology in the private sector.

During their visit, the Laotian officials met with major organizations including the Bank of Korea, Korea Internet & Security Agency (KISA), Korea Financial Telecommunications & Clearings Institute, Korea Fintech Industry Association, LG CNS, Dunamu, Samsung Innovation, Real World Asset, and Seoullabs. These engagements provided firsthand exposure to the current state of Korea’s digital technologies and the latest blockchain developments.

On the afternoon of the final day, the delegation visited Seoullabs to conduct detailed technical discussions and on-site inspections of the electronic approval system contract signed in Vientiane this past July. They also explored the potential introduction of DID technology as a new initiative, further discussing technical collaboration for Laos' national digital transformation strategy.

Seoullabs showcased the security and efficiency of its Xphere blockchain-based electronic approval system and introduced innovative applications of digital identity solutions.

Kim Dae-hyun, CTO of Seoullabs, stated, “The visit from Laos’ government delegation marks a significant milestone in establishing a new chapter of technological cooperation between our two nations. We look forward to continuing close collaboration with Laos to develop a range of blockchain-based e-government solutions and to lead the global adoption of integrated e-government platforms.”

Seoullabs had signed a commercialization agreement with the Laotian government for the electronic approval system on July 23. The system will be gradually deployed across government ministries throughout Laos.
